Off and On Again?
Off and On Again is FWD Dynamics’ student powered tech renewal program turning yesterday’s computers into tomorrow’s opportunities. We partner with local companies to reclaim decommissioned devices, securely wipe all data, and give them a second life in the hands of students who need them most across Kern County.
Through this circular economy initiative, student interns gain real-world experience in IT asset disposition (ITAD), system repair, and industry-recognized certifications. Businesses, in turn, get a secure, sustainable way to reduce e-waste while directly investing in the next generation of talent.
The E-Waste Problem
North America produces roughly 6.9 million metric tons of electronic waste each year, making it one of the largest e-waste generators in the world. In California alone, an estimated 1.5 tons of electronics are discarded every minute much of it the result of business equipment refresh cycles. Yet most of these decommissioned devices still have 3 to 5 years of usable life remaining, and shockingly, only about 2% of PCs ever make it to a second user.
Most organizations adopt a 3 year refresh for laptops and mobile devices—aligning with warranty timelines and security concerns. Larger enterprises like Intel recommend a 2 to 4 year refresh cycle to optimize security and total cost of ownership (TCO).
Did you know?
Approximately 17% of Kern County households lack access to computers or reliable internet. That means thousands of students, especially at CSUB and nearby community colleges, are left without the tools they need for modern education and career building.

How It Works
Hardware Donations
Local companies, schools, and agencies donate retired but functional laptops, desktops, and peripherals.
Secure Data Wipes
All drives are erased using NIST 800-88 and DoD 5220.22-M compliant standards in accordance with ITAD guidelines.
Student-Led Refurbishment
Interns from CSUB and other partner schools perform the following:
-
Data destruction verification
-
Hardware diagnostics
-
Operating system re-imaging and re-installation
-
Refurbishment and certification

Redistribution to Students in Need
Eligible students are identified via referrals from academic counselors and nonprofit partners. Each device is re-certified and ready for coursework, research, and professional development.
How It Benefits You
By donating equipment, you:
-
Prevent usable devices from becoming waste
-
